Return & Refund Policy

This Return & Refund Policy explains how Toronto Surplus & Scientific Inc. ("Toronto Surplus," "TSS," "we," "us," or "our") handles returns, refunds, and cancellations for orders placed through https://www.torontosurplus.com or arranged with us directly. It should be read together with our Terms of Service and Shipping Policy.


1. Used and Surplus Equipment — All Sales Generally Final

Most items we sell are used, surplus, salvaged, or previously owned, and are sold in used condition "as is, where is," with all faults, unless a listing expressly states otherwise. We make reasonable efforts to describe each item accurately, including its condition, and we strongly encourage you to review the listing, photographs, and any condition notes carefully — and to contact us with any questions — before purchasing.

Because of the nature of surplus equipment, sales are generally final and we do not routinely offer returns or refunds. Any return or refund is the exception rather than the rule, is entirely at our discretion except where required by applicable law, and is evaluated on a case-by-case basis as described below. Where we do agree to a return, it will typically be handled as a right of refusal (Section 2) rather than a refund of the full purchase price.


2. When We May Consider a Return

Unless a listing, quote, invoice, or order confirmation states otherwise, we will consider a return, on a case-by-case basis, only where:

  • The item arrived damaged in transit;
  • The item is materially not as described in its listing; or
  • You received the wrong item.

Please inspect your order promptly on arrival and contact us as soon as possible, and in any event within a reasonable time after delivery, if any of the above applies. Where reasonably possible, keep the original packaging and provide photographs, as this helps us assess the issue and, where relevant, file a carrier claim.

Right of refusal on non-working items

For certain items sold as working, we may — at our discretion and where offered at the time of sale — provide a limited right of refusal: an inspection period during which you may notify us if the item does not power on or function as described. This period is 15 days from delivery by default, unless a different period is stated at the time of sale, on your invoice, or in the applicable listing. To exercise it, you must contact us within that period and, if approved, return the item promptly in the condition in which it was received (Section 5). A right of refusal is not a general satisfaction guarantee and does not cover normal wear, cosmetic condition consistent with the listing, suitability for your intended use, or a change of mind.


3. Items That May Not Be Returnable

Some items or sales may be non-returnable or final sale, or may be subject to a restocking charge, where indicated in the listing, quote, invoice, or order confirmation. This may include, for example, items sold as-is with disclosed defects, clearance or "as-is parts/repair" items, custom or specially sourced items, and certain regulated or safety-sensitive equipment.

Buyer's remorse, a change of mind, or the fact that a used item shows normal signs of prior use consistent with its described condition are generally not grounds for return.


4. How to Request a Return

To request a return, contact us using the methods below and provide your order or invoice details and a description of the issue, along with photographs where relevant. Please do not ship an item back until we have reviewed your request and provided return instructions.

We may ask for additional information to assess the request, and we will let you know whether the return is approved and how to proceed.


5. Condition of Returned Items

Approved returns must be sent back in the condition in which they were received, including any accessories, components, cabling, documentation, and original packaging that were provided. Items that are returned incomplete, further damaged, or altered may not be eligible for a full refund.


6. Return Shipping — Buyer's Responsibility

Except where required by applicable law, the buyer is responsible for all shipping costs associated with a return, including both the original outbound shipping and the cost of returning the item to us. This applies even where a return or right of refusal is approved. Shipping charges are generally not credited or refunded.

Return shipping arrangements will be confirmed with you as part of the return authorization. You are responsible for packaging returned items adequately to prevent damage in transit, and, where reasonably appropriate, for insuring the return shipment. Until a returned item is received and inspected by us, it remains your responsibility, and we are not liable for items lost or damaged in return transit.


7. Refunds

Refunds are the exception, not the norm. We do not routinely issue refunds, and any refund is at our discretion except where required by applicable law. In many cases where we accept a return, we will offer a replacement, exchange, or credit rather than a monetary refund.

Where we do approve a refund, it is issued only after we receive and inspect the returned item, and is limited to the purchase price of the item, less all shipping charges (which are non-refundable) and less any restocking charge where indicated. Original and return shipping costs are not refunded, and remain the buyer's responsibility as described in Section 6.

Approved refunds are issued to the original payment method through our payment providers (Stripe or PayPal). After we issue a refund, the time it takes to appear on your statement depends on your payment provider or financial institution.


8. Order Cancellations

You may request to cancel an order before it ships. If the order has not yet been prepared or shipped, we will cancel it and refund any amount paid for the cancelled portion. If the order has already shipped, it will be handled as a return under this Policy. We may also cancel an order ourselves as described in our Terms of Service — for example, for unavailability, a pricing or listing error, payment problems, or suspected fraud — and will refund any amount paid for the cancelled portion.


9. Warranty Disclaimer

Except as expressly stated in writing for a specific item, and to the fullest extent permitted by applicable law, items are sold without warranty of any kind, as described in our Terms of Service. Nothing in this Policy limits any non-excludable rights or remedies you may have under applicable consumer-protection law.


10. Prop Rentals

This Policy applies to purchases. Prop rentals are governed by the applicable rental arrangement and the Terms of Service, not by this Return & Refund Policy.
